Jóvenes que quieren PROGRESAR: Coyunturas sociopolíticas y programas sociales en Argentina (2014-2021)

Abstract

El Programa de Respaldo a Estudiantes Argentinos (PROGRESAR) se implementa desde el año 2014 y se ha convertido en una de las políticas de juventud de mayor alcance y cobertura del país. Se trata de un programa de transferencias condicionadas dirigido a jóvenes, según la última actualización, de 16 a 24 años que deseen iniciar o continuar sus estudios de educación obligatoria (en los tres niveles) o superior. Como en otras acciones estatales de dicho tipo, se exige a cambio de la transferencia de ingresos el cumplimiento de una condicionalidad: asistencia regular a instituciones educativas públicas o de formación para el empleo y, en ambos casos, controles de salud. En ese sentido, en este artículo se parte del interés en el programa para indagar acerca de los arreglos institucionales que atravesó desde el inicio de su ejecución y según las diferentes coyunturas sociopolíticas, que comprendió cambios en los gobiernos a cargo del Poder Ejecutivo. Asimismo, se explorará los sentidos subjetivos construidos por las juventudes titulares acerca de algunos de tales aspectos, haciendo hincapié en los criterios de inclusión/exclusión que fija su focalización a través del tiempo (2014-2021).

The Programa de Respaldo a Estudiantes Argentinos (PROGRESAR) has been implemented since 2014 and has become one of the youth policies with the greatest scope and coverage in the country. It is a conditional transfer program aimed at young people, according to the latest update, from 16 to 24 years old who wish to start or continue their obligatory education studies (at the three levels) or higher. As in other state actions of this type, compliance with a conditionality is required in exchange for the transfer of income: regular attendance at public educational institutions or training for employment and, in both cases, health checks. In this sense, this article starts from the interest in the program for inquire about the institutional arrangements that it went through from the beginning of its execution and according to the different sociopolitical situations, which included changes in the governments in charge of the Executive Power. Likewise, will be explored the subjective meanings constructed by youth about some of these aspects, emphasizing the inclusion/exclusion criteria that determine their focus over time (2014-2021).
