La educación universitaria en Argentina, Chile y Uruguay: Entre el derecho social y el servicio

Abstract

El presente artículo realiza un análisis comparado de los sistemas universitarios de Argentina, Chile y Uruguay con el propósito de develar si ellos responden a una perspectiva de educación como derecho social y bien público o si, por el contrario, se corresponden con una visión vinculada al derecho individual y servicio. Partiendo de la descripción de las particularidades de ambas perspectivas y de los principales datos contextuales de los sistemas educativos de los tres países, se analiza cómo se han concretado en ellos las tendencias regionales y lo acordado en las Conferencias Regionales de Educación Superior (CRES). Tras una primera lectura de las características de los sistemas educativos de los países en cuestión, se podría postular que el sistema universitario chileno se corresponde con la concepción de la educación como servicio, mientras que los casos de Uruguay y Argentina se muestran más cercanos a la perspectiva del derecho social. Sin embargo, a partir del análisis realizado en el presente trabajo, se afirma que en los tres casos es posible distinguir elementos de ambas formas de concebir la educación.

This article analyzes in a comparative way the university systems of Argentina, Chile and Uruguay aiming at revealing if they respond to a perspective of education as a social right and public good or if, on the contrary, they correspond to a vision linked to the individual right and service. Starting from the description of the particularities of both perspectives, and the main contextual data of the educational systems of the three countries, it is analyzed how regional trends and what was agreed in the Regional Conferences on Higher Education (CRES) have materialized in them. After a first appraisal of the characteristics of the educational systems of the countries in question, it could be postulated that the Chilean university system corresponds to the conception of education as a service, while the cases of Uruguay and Argentina are closer to the perspective of social right. However, from the analysis carried out in the present work, it is contended that in the three cases it is possible to distinguish elements of both ways of conceiving education.
