Liberalismo y centralización: El debate sobre la centralización en Francia (1800-1870)

Abstract

El liberalismo francés confirió una atención privilegiada a la reflexión en torno del vínculo entre la política y la sociedad. La razón es evidente: la transformación política y social que produjo la Revolución obligó a repensar los cambios introducidos tanto por el surgimiento de la “sociedad igualitaria”como por el debate acerca de cómo podría gobernarse la inédita sociedad. Inscripto en este tema, este trabajo explora algunas concepciones tradicionales para comprender el sentido positivo que se le había atribuido a las “libertades locales” pero se centra en tres grandes autores liberales entre 1800 y 1870. Guizot, Tocqueville y Rémusat presenten tres posiciones divergentes:la reivindicación de una forma particular de centralización, la defensa de la comuna como parte del régimen federal, aun cuando no fuera posible imaginar su transposición a Francia y una posición intermedia, centrada en los departamentos.

French liberalism gave privileged attention to reflection on the links between politics and society. e reason is evident: the political and social transformation that Revolution produced urged to rethink the changes introduced both by the emergence of the “egalitarian society” and by the debate about how the precedented society could be governed. is essay explores some traditional conceptions to understand the positive meaning that had been attributed to "local liberties" and focuses on three great liberal authors between 1800 and 1870. Guizot, Tocqueville and Rémusat present three divergent positions: the demand for a particular form of centralization, the defense of the commune as part of the federal regime, even though it was not possible to imagine its transposition to France and an intermediate position, centered on the departments.
