Un siglo después de la Reforma Universitaria de 1918, la reunión cumbre de las universidades latinoamericanas reconoce la importancia de los pueblos indígenas y afrodescendientes

Abstract

Los líderes de la Reforma Universitaria de 1918 percibieron la idea de estar “viviendo una hora americana” desde el horizonte de su época. Su visión no incluía a los pueblos indígenas y afrodescendientes. Setenta años después, como consecuencia de las luchas de esos pueblos y las de algunos movimientos sociales con agendas convergentes, en América Latina comienza a desarrollarse un número creciente de experiencias de Educación Superior por/con/para pueblos indígenas y afrodescendientes. En 2008, la 2da. Conferencia Regional de Educación Superior (CRES) enfatizó la necesidad de que las instituciones de educación superior se transformen para ser pertinentes con la diversidad cultural de América Latina. En 2018, la 3ra CRES realizó recomendaciones aún más ambiciosas. Este artículo analiza la necesidad ética, social, jurídica y epistemológica de superar las formas de racismo oculto que impregnan la institucionalidad de los sistemas de Educación Superior para hacer que estos se transformen en interculturales. Ofrece un panorama de las experiencias; examina logros, avances y desafíos; así como las recomendaciones de la 3ra CRES. Finalmente ofrece algunos comentarios para estimular reflexiones e intercambios.

The leaders of the University Reform of 1918 perceived the idea of being "living an American hour" from the horizon of their time. Their vision did not include indigenous and Afro-descendant peoples. Seventy years later, as a result of the struggles of these peoples and of some social movements with convergent agendas, a growing number of Higher Education experiences are being developed in Latin America by / with / for indigenous and Afro-descendant peoples. In 2008, the 2nd Regional Conference on Higher Education (RCHE) emphasized the need for higher education institutions to be transformed to be relevant to the cultural diversity of Latin American societies. In 2018, the 3rd RCHE includes recommendations even more ambitious than those of its predecessor. This article analyzes the ethical, social, legal and epistemological need to overcome the hidden forms of racism that permeate the institutions of Higher Education systems in order to transform them into intercultural ones. Offers an overview of these experiences. Additionally, it examines their achievements, advances and challenges, as well as the recommendations of the 3rd Regional Conference on Higher Education. Finally, it offers some comments that stimulate further reflections and exchanges.
