La educación primaria en la provincia de Buenos Aires: política, instituciones y administración (1955-1966)

Abstract

Este artículo analiza la vinculación entre la educación primaria y las transformaciones sociopolíticas que implicó el golpe de Estado de 1955, tomando como objeto de estudio las modificaciones en la organización institucional que sufrió la cartera encargada del gobierno de la educación en la provincia de Buenos Aires entre 1955 y 1966. A partir de un análisis del área educativa y en el marco del problema acerca de la autonomía de los organismos estatales respecto al poder político, nos preguntamos en qué medida el contorno de la delimitación temporal, definido por el inicio de la autoproclamada “Revolución Libertadora” puede trasladarse a una periodización sobre la estructura del Estado. Para ello, a partir de un análisis de fuentes oficiales, expondremos los intentos, las tensiones y las negociaciones respecto a la coexistencia o no de la Dirección General de Escuelas y el Ministerio de Educación y las atribuciones de los Consejos Escolares. Se concluye que el derrocamiento del gobierno peronista no implicó en materia educativa una reforma inmediata en la estructura del Estado y que los conflictos que caracterizaron el proceso de reorganización institucional de la cartera educativa evidencian las dificultades de evitar la superposición entre política y administración.

This article analyzes the bond between primary education and the sociopolitical transformations involved in the 1955 coup d’etat, it focuses on the structure of the government of education in the province of Buenos Aires between 1955 and 1966. Since the analysis of the educational area and by the context of the problem of the autonomy of state agencies regarding political power, we wonder if the outline of the temporal delimitation, defined by the beginning of the self-proclaimed “Liberating Revolution” can be transfered to a periodization on the structure of the State. With this purpose, based on an analysis of official sources, we will expose the attempts, tensions and negotiations regarding the coexistence or not of the Dirección General de Escuelas and the Ministry of Education and the attributions of the School Councils. We conclude that the overthrow of the Peronist government did not imply in educational matters an immediate reform in the structure of the State. The conflicts that characterized the process of institutional reorganization of the government of education show the difficulties of avoiding the overlap between politics and administration.
