Seguridad y biometría en cuestión: El sistema federal de identificación biométrica (SIBIOS) en Argentina

Abstract

En este trabajo revisamos críticamente la relación entre seguridad y biometría. Partimos de considerar que la incorporación de sistemas automatizados de reconocimiento de huellas dactilares (tecnologías AFIS) constituye un punto de inflexión, un cambio cualitativo en el despliegue de lógicas de control. Describimos estas nuevas lógicas del control biométrico a partir de una revisión de los controles de frontera, para repensar la relación entre seguridad y biometría en la actualidad. Asimismo, buscamos problematizar la producción de grandes bases de datos biométricos para la población general a partir del estudio de la creación de SIBIOS, el sistema federal de identificación biométrica para la seguridad de la República Argentina. En estas páginas procuramos responder: ¿Qué es SIBIOS? ¿Cómo funciona? ¿Cómo se racionaliza y justifica institucional y políticamente su creación?.

In this paper we critically review the relationship between security and biometrics. We support the hypothesis that the incorporation of automated fingerprint recognition systems (AFIS technologies) it constitutes a turning point, a qualitative change in the deployment of control logics. We describe these new logics of biometric control from a review of frontiers controls, to rethink the relationship between security and biometrics at present. We seek to problematize the production of large biometric databases for the general population, based on the study of the creation of SIBIOS, the federal biometric identification system for security, of the Argentine Republic. In these pages we try to answer these questions: What is SIBIOS and how does it work? How is the incorporation of technologies for the bioidentification of people institutionally and politically justified?.
