¿Una nueva Ley de Educación Superior 2020?

Abstract

En el discurso de apertura de las sesiones ordinarias del Congreso de la Nación del año 2020, el presidente de la nación Alberto Fernández anunció la apertura del debate de una nueva Ley de Educación Superior. La Ley 24.521 (LES) que regula el sistema de educación superior argentino cuenta ya un cuarto de siglo, pese a la gran cantidad de críticas que acumula. Desde su sanción hasta la actualidad se han realizado diferentes modificaciones en el articulado de la LES, producto de intensos debates parlamentarios que incluso procuraron sustituirla sin lograr el objetivo. Este trabajo busca reconstruir algunos debates que tuvieron lugar en el año 1995 y en los años posteriores a la sanción de la LES, revisitar la consulta “Hacia una Nueva Ley de Educación superior” y los proyectos de ley (2008-2011) así como también recuperar sus modificaciones en el año 2015, con el propósito problematizar y esbozar algunas líneas que nos permitan volver a revisar los desafíos y deudas pendientes con nuestro complejo de educación superior.

In the opening speech of the ordinary sessions of the Congress of the Nation of the year 2020, president Alberto Fernández announced the opening of the debate on a new Higher Education Law. Law 24,521 (LES) that regulates the Argentine higher education system has been in existence for a quarter of a century, despite the large amount of criticism it has accumulated. From its enactment to the present, different modifications have been made to the articles of the LES, the product of intense parliamentary debates that even attempted to replace it without achieving it. This work seeks to reconstruct some debates that took place in 1995 and in the years after the enactment of the LES, to revisit the consultation "Towards a New Higher Education Law" and the bills (2008-2011) as well as to recover its modifications in 2015, in order to question and outline some lines that allow us to revisit the challenges and outstanding debts with our higher education system.
