Educación técnica, Iglesia y Estado: un aporte en torno a los orígenes de la Universidad Obrera Nacional durante el primer peronismo

Abstract

El presente trabajo buscará realizar un nuevo aporte en torno a los orígenes de la Universidad Obrera Nacional (UON). En este sentido, trataremos de establecer cuáles fueron los vínculos entre el proyecto educativo de la Iglesia católica argentina durante la primera mitad del siglo XX y el proyecto político de educación técnica del peronismo. Para ello, realizaremos un breve recorrido historiográfico sobre la fundación de las primeras Escuelas de Artes y Oficios por parte de la Iglesia a principios de la década del veinte y la función social que cumplían, para luego establecer qué relación hubo entre este proyecto y aquel que diera lugar a la creación del circuito educativo CNAOP-UON (Comisión Nacional de Aprendizaje y Orientación Profesional – Universidad Obrera Nacional). En este sentido, a través del relevamiento de los distintos documentos y discursos oficiales de sus funcionarios, buscaremos establecer en qué consistió esta relación, tanto en la constitución de la CNAOP como durante la conformación y el desarrollo de los primeros años de la UON.

The present work will seek to make a new contribution around the origins of the National Workers University (UON). In this sense, we will try to establish what were the links between the educational project of the Argentine Catholic Church during the first half of the twentieth century and the political project of technical education of Peronism. For this, we will make a brief historiographic tour about the foundation of the first Schools of Arts and Crafts by the Church in the early 20's and the social function they fulfilled, and then establish what relationship there was between this project and the one that gave rise to the creation of the CNAOP-UON educational circuit. In this sense, through the survey of the different documents and official speeches of its officials, we will seek to establish what this relationship consisted of, both in the constitution of the National Commission for Learning and Guidance (CNAOP), as during the formation and development of the first years of the UON.
