Conectar Igualdad: De política social a política educativa

Abstract

El presente trabajo se propone analizar desde un en-foque de derechos el Plan Conectar Igualdad (PCI) como política pública durante su funcionamiento, entre 2011 -momento en el que comenzaron a entregarse las netbooks- y 2018 -cuando el plan es discontinuado-. El eje de este artículo es analizar el aspecto mas material del PCI: la distribución de las netbooks y los aspectos relacionados a este dispositivo que plantea esta política pública. Varios aspectos del PCI no serán analizados, por ejemplo el presupuesto, la cobertura real o los resultados educativos de esta política, debido principalmente a la falta de información pública sobre los mismos. Partiendo de los documentos oficiales que crean y reglamentan el PCI, el análisis se realizará desde una perspectiva de derechos, debatiendo con algunos cuestionamientos sociales, popularizados mediáticamente, sobre los destinatarios del PCI y el alcance del programa en relación a los objetivos de esta política.

This paper approaches analyzes the Plan Conectar Igualdad (PCI) from a rights perspective in the period from 2011 -the moment in which the netbooks began to be delivered- to 2018 -when the plan was discontinued-. Its main purpose is to focus on the material aspect of the PCI: the distribution of netbooks and the aspects related to this technological device that this public policy proposes. Several aspects of the PCI will not be analyzed, as the budget, actual coverage or educational results of this policy, mainly due to the lack of public information. Based on the official documents that create and regulate the PCI, the analysis will be carried out from a rights perspective, debating with some social questions, popularized by the media, about the beneficiaries of the ICP and the scope of the program in relation to the objectives of this policy.
