Clasificar a los otros migrantes: las políticas de migración argentinas como productoras de etnicidad y desigualdad

Abstract

Las políticas migratorias son políticas identitarias que definen quiénes son ciudadanos nacionales y quiénes no. Las condiciones para otorgar este valor de cambio han variado históricamente según los contextos socio-políticos, y también lo han hecho las topografías racializadas y etnicizadas en las que diversos tipos de migrantes han sido estratificados. Se analiza el caso argentino dando cuenta de las maneras en que las políticas migratorias funcionaron como dispositivos reguladores de la población a través de la administración de la ciudadanía y el control de los definidos como extranjeros/inmigrantes. Se plantea que si bien la reciente política migratoria reconoce los derechos humanos de los inmigrantes, continúan existiendo dispositivos a través de los cuales se ejerce el poder biopolítico y se promueve su vulnerabilidad.

Migration policies are identity politics that define those who are national citizens and those who are not. Conditions for issuing this exchange value have historically changed according to socio-political contexts and have racialized and ethnicized those topographies in which various types of migrants have been stratified. Argentine case is analyzed regarding the ways in which migration policies functioned as devices to regulate the population through the administration of citizenship and the control of those defined as foreigners/ immigrants. It is argued that while the recent immigration policy recognizes the human rights of immigrants, there are still some devices through which biopolitics power is exercised and their vulnerability is promoted.
