Crecimiento industrial, sector externo y sustitución de importaciones

Abstract

Argentina ha experimentado en los últimos años el proceso de crecimiento económico más exitoso de toda su historia. Una de las características más importantes de este desempeño es que, por primera vez desde el modelo de industrialización por sustitución de importaciones, el sector industrial ha vuelto a ocupar un lugar central en la dinámica de crecimiento registrada. A partir de este fenómeno se ha abierto un intenso debate en la literatura especializada en relación con las características específicas de este proceso, las similitudes y diferencias que guarda la posconvertibilidad con los años de vigencia del régimen convertible, la existencia o no de cambios estructurales, la dependencia del crecimiento industrial del sector externo, y si el actual proceso puede o no caracterizarse como una etapa de sustitución de importaciones. El propósito del presente trabajo es contribuir a esta literatura buscando en primer lugar, analizar las principales características que exhibe el crecimiento del sector manufacturero en los últimos años, las ramas más dinámicas en este proceso, y las principales diferencias y rupturas que presenta con el régimen de convertibilidad de la moneda; y en segundo lugar, examinar las características del proceso de sustitución de importaciones y el rol desempeñado por el sector externo en el crecimiento del sector manufacturero local. Una vez desarrollados estos objetivos, el trabajo finaliza presentando las principales reflexiones que pueden extraerse y estudiando los principales desafíos que enfrentará el sector industrial en los próximos años.

Argentina has experienced in recent years one of the most successful economic growth process in its history. One of the most important features of this performance is that for the first time since the model of import substitution industrialization, the industrial sector has come to occupy a central role in the dynamics of growth recorded. As a result of this, an intense debate has been opened in the academic literature regarding the particularities of this process, the similarities and differences with the convertible regime, the existence of structural changes, the dependence of industrial growth on the external sector, and if the current process may be characterized as a period of import substitution. The purpose of this paper is to contribute to this growing literature looking firstly to analyze the main characteristics exhibited by the manufacturing sector in recent years, identify the most dynamic branches in this process, and the main differences and ruptures in relation with the convertibility regime; and secondly, to verify the existence of an import substitution process and the role played by external markets in the local manufacturing growth. Once developed these objectives, the paper concludes by presenting the main conclusions that can be drawn from it and discuss the main challenges that the sector will face in the future if we want to deepen the achievements.
