Marcas y atractivos en una provincia imaginada: Río Negro, Argentina, 1958 - 1976

Abstract

Este artículo cruza historia cultural con historia política. Revisa cómo el ordenamiento político territorial de la provincia de Río Negro se liga al proceso de definición de atractivos, pues hay marcas culturales que devienen en políticas. Esta provincia contiene uno de los centros turísticos más emblemáticos, la localidad de San Carlos de Bariloche, y parte del Parque Nacional Nahuel Huapi. Sin embargo, este espacio no se tomó como referencia escénica de atractivos provinciales en el período en que la provincia se constituyó como tal. Las áreas que representan lo rionegrino, aparecen constituidas desde intereses políticos por fuera de este escenario. El articulo evidencia que el ordenamiento político, e incluso la construcción ciudadana que se buscó propiciar en el período constitutivo de la provincia, dialogó y se apoyó en la específica forma de reconocimiento de atractivos establecidos desde la planificación provincial, que no tomaron en consideración al espacio andino pues la construcción política interna se focalizaba en otras regiones. Así, los atractivos se constituyeron a partir de los intereses políticos establecidos por el gobierno provincial, antes que por la materialidad que se promocionó.

This manuscript crosses political history with cultural history. It searches the political and territorial order in Rio Negro Province since its definition about touristic attractive, because that cultural marks become in political ones. This jurisdiction contains one of the most emblematic tourist center: the town of San Carlos de Bariloche and a portion of the Nahuel Huapi National Park. But this area was not taken into account as a scenic reference of the touristic attraction of the Province. The regions presented as the image of Río Negro emerge from politics interest established by the provincial government. The article shows that the political order, and even the citizen construction that was sought to promote in the constitutive period of the province, dialogued and was in based on the specific form of recognition of attractions established since provincial planning, which didn’t take into consideration the Andean space. The internal political construction was focused on other regions. Thus, the attractions were constituted from the political interests established by the provincial government, rather than by the materiality that was promoted.
