Políticas sociales y subjetividad: Un análisis socio-histórico sobre la concepción de sujeto

Abstract

El artículo tiene como principal objetivo presentar un recorrido sobre los diferentes modos de concepción históricos del sujeto de las políticas sociales en la Argentina. Dicho objetivo formó parte de la tesis de la Maestría Sociedad e Instituciones cuya defensa se llevó a cabo durante el año 2016 en la Universidad Nacional de San Luis. Si bien diferentes textos de las ciencias sociales utilizan diversas nominaciones para referirse a tales sujetos muchos de ellos lo hacen de manera indistinta y sin una reflexión profunda sobre uno de los elementos constitutivos de la construcción de subjetividades: el contexto-socio cultural. A ello se agrega la escasa bibliografía que realiza tal análisis en el marco del contexto social argentino. Con el fin de cumplir tal propósito el trabajo se guio por un enfoque metodológico cualitativo en donde el análisis del contexto socio-cultural o de las condiciones de producción de esas subjetividades fue la principal estrategia. De allí derivó la elaboración de un contexto conceptual en el que fue posible distinguir tres modos distintos de nominar tales subjetividades en el marco de la política social: el sujeto como beneficiario, el sujeto como receptor y como usuario y el sujeto como destinatario. Cada una de ellas se encuentra ligada a particulares periodos históricos de la contemporaneidad argentina y también a particulares modos de concebir el Estado.

The main objective of this article is to present a survey of the different historical conceptions of the subject of social policies in Argentina. This objective was part of the thesis of the Maestría en Sociedad e Instituciones whose defense was held during the year 2016 at the Universidad Nacional de San Luis. Although different social science texts use different names to refer to such subjects many of them do so indistinctly and without a deep reflection on one of the constituent elements of the construction of subjectivities: the socio-cultural context. To this is added the scarce bibliography that carries out such analysis in the argentine social context. In order to fulfill this purpose the work was guided for a qualitative methodological approach in which the analysis of the socio-cultural context or the production conditions of these subjectivities was the main strategy. This led to the elaboration of a conceptual context in which it was possible to distinguish three different ways of naming such subjectivities within the framework of social policy: the subject as a beneficiary, the subject as recipient and as a user and the subject as the receiver. Each of them is linked to particular historical periods of the argentinean contemporaneity and also to particular ways of conceiving the State.
