Una escala peligrosa. Los refugiados chilenos en Buenos Aires durante el tercer gobierno peronista (1973 - 1976)

Abstract

El presente artículo analiza la situación de los refugiados chilenos en Buenos Aires durante el tercer gobierno peronista (1973-1976). Para ello nos centramos en la acción de la Comisión Argentina para los Refugiados y Migrantes (CAREF), una de las agencias humanitarias vinculada a la iglesia protestante para la asistencia material de los refugiados bajo el mandato de ACNUR. De conjunto, el artículo busca mostrar cómo las oportunidades de los refugiados, por un lado, así como la acción de CAREF, por el otro, estuvieron condicionadas por el cambiante contexto político. En ese sentido, la política estatal que inicialmente había previsto medidas de relativa inclusión fue paulatinamente virando hacia una orientación abiertamente persecutoria.

This article analyzes the situation of Chilean refugees in Buenos Aires during the third Peronist government (1973-1976). For this, we will focus on the action of the Argentine Commission for Refugees and Migrants (CAREF), one of the humanitarian agencies related to the Protestant church for the material assistance of refugees under ACNUR mandate. On the whole, the article seeks to show how the opportunities of the refugees, on the one hand, as well as the action of CAREF, on the other hand, were conditioned by the changing political context. In that sense, the state policy that had initially foreseen measures of relative inclusion was gradually turning towards an openly persecutory orientation.
