El sistema sanitario argentino: un análisis a partir de la evolución de los establecimientos de salud desde mediados del siglo XX a la actualidad

Abstract

Analizamos la evolución de los establecimientos de salud argentinos desde mediados del siglo XX hasta la actualidad y su vínculo con los cambios en el sistema sanitario y en los roles que asumió el Estado. Del siglo XX, destacamos el aumento constante en el peso relativo de los efectores del subsector privado. A su vez, mostramos la compleja relación entre los actores del sistema en el marco de una escasa articulación y control del Estado. Del siglo XXI, resaltamos el crecimiento de los establecimientos del primer nivel de atención y una serie de políticas para jerarquizarlos. Sin embargo, señalamos como característica principal la continuidad en rasgos estructurales del sistema, que permitió la consolidación de reformas neoliberales realizadas en los 90.

We analyze the evolution of Argentine health facilities since the mid-twentieth century to the present and its link with the health system changes and the roles assumed by the State. We highlight the constant increase in the relative weight of establishments in the private subsector as the main trend of the twentieth century. In turn, we point out the complex relationship among the actors of the system, in the context of a weak articulation and State control. As regards the 21st century, we stress the growth of the institutions of primary care level and a series of policies to give them hierarchies. However, we note the continuity in structural features of the system as the main characteristic, which allowed the consolidation of the neoliberal reforms carried out in the 1990.
