“Policía propia” y autonomía en los discursos constituyentes de la Ciudad de Buenos Aires

Abstract

En este artículo presentamos una de las líneas trabajadas en nuestra tesis doctoral. Queremos mostrar que la fuerza performativa que tiene hoy la aspiración a una “policía propia” se explica por su relación con una matriz discursiva vinculada al proceso de institucionalización de la autonomía de la Ciudad. Para ello, abordamos el estudio de una serie de debates legislativos que tienen una función estructurante en el proceso de construcción de la autonomía. Interesados en estudiar las tramas de sentido que rearticulan las relaciones entre policía y gobierno local a partir de la autonomización de la Ciudad, en este trabajo nos centramos en el análisis de los debates que se dan en la Convención Estatuyente de la Ciudad de Buenos Aires (1996) y en la Legislatura de la Ciudad Autónoma de Buenos Aires, a poco de ser creada, en ocasión de la sanción del primer Código Contravencional.

This article presents one of the lines worked in our doctoral thesis. We want to show that the performative force that has today the desire for a "self- police " is explained by its relationship to a discursive matrix linked to the process of institutionalization of the autonomy of the City. To do this, we study a series of legislative debates that have a structuring role in the process of building autonomy. Interested in studying the frames of meaning that re-articulated relations between police and local government from the autonomy of the city, in this paper we focus on the analysis of the debates that occurred in the Convención Estatuyente of the City of Buenos Aires (1996) and in the Legislature of the Autonomous City of Buenos Aires, during the enactment of the first Offences Code.
