Movilidad intergeneracional del ingreso en Argentina. Un análisis de sus cambios temporales desde el enfoque de igualdad de oportunidades

Abstract

El principal objetivo de esta investigación es estimar y analizar los cambios temporales en la movilidad del ingreso entre generaciones en Argentina. Para esto se considera el concepto de igualdad de oportunidades que ofrece un enfoque natural para evaluar los procesos de movilidad intergeneracional (MI). En este contexto, la importancia de la existencia de movilidad intergeneracional de ingresos no radica en que los movimientos de ingresos entre padres e hijos sean intrínsecamente valiosos sino que se espera ayuden a disminuir los efectos negativos de las disparidades de dotaciones iniciales en los ingresos futuros o esperados. Como no existen encuestas con información de largo plazo sobre el ingreso de padres e hijos en Argentina, la estrategia empírica implementada consiste en utilizar información de dos muestras separadas a fin de predecir el ingreso de los padres en el pasado. Las principales fuentes de información utilizadas son la Encuesta de Desarrollo Social de 1997 (EDS), la Encuesta de Percepción de Planes Sociales (EPPS) de 2007 y laEncuesta del International Social Survey Programme (EISSP) de 2009. Las tres encuestas contienen información retrospectiva sobre algunas características socioeconómicas de los padres de los adultos encuestados. Los resultados obtenidos muestran un incremento significativo de la movilidad intergeneracional promedio entre 1997 y 2007 pero no así entre el primer año y 2010. Sin embargo, estos cambios temporales en los niveles promedio de persistencia de ingresos entre padres e hijos no se aprecian en todos los cuantiles de la distribución del ingreso. Además, el incremento observado en el nivel promedio de MII entre 1997 y 2007 no parece haber implicado una mejora en términos de igualdad de oportunidades en Argentina.

The main objective of this research is to estimate and analyze the temporal changes in income mobility between generations in Argentina. For this, the concept of equality of opportunity is considered which offers a natural approach to evaluate the processes of intergenerational mobility (IM). In this context, the importance of the existence of intergenerational income mobility is not that the movements of income between parents and children are intrinsically valuable but is expected to help to reduce the negative effects of disparities in initial endowments or future expected earnings. Since there are no surveys covering long-term information on both children and their fathers' income in Argentina, the empirical strategy implemented is to use two separate samples with information to predict the income of the parents in the past. The main sources of information used are the Social Development Survey 1997 (DHS), the Perception of Social Plans Survey (PSPS) 2007 and the International Social Survey Programme (ISSP) 2009. The three surveys contain retrospective information on some socioeconomic characteristics of parents of adult surveyed. The results show a significant increase in the average intergenerational mobility between 1997 and 2007 but not between the first year and 2010. But these temporary changes in average levels of income persistence between parents and children are not appreciated at all quantile of the income distribution. Furthermore, the observed increase in the average level of MII from 1997 to 2007 does not appear to have involved an improvement in terms of equality of opportunity in Argentina.
