Expansión de la frontera urbana y áreas de protección ambiental en la región metropolitana de Buenos Aires, Argentina

Abstract

La Cuenca Matanza Riachuelo, en la región metropolitana de Buenos Aires, comprende uno de los territorios más densamente urbanizados e históricamente contaminados en Argentina. Pero no todo es degradación, sino que a su interior se identifican una serie de espacios que han sido declarados bajo la categoría de reservas naturales como resultado de demandas impulsadas por organizaciones locales, en articulación con ONG y organismos estatales. En este artículo, nos detenemos en los desafíos y potencialidades de la implementación de estas áreas de protección ambiental, en tensión con los impactos del avance de la frontera de urbanización.

The Matanza Riachuelo basin in the metropolitan re - gion of Buenos Aires, comprises one of the most dense - ly urbanized and historically contaminated territories in Argentina; however, not everything is degraded. Within it, a series of spaces that have been declared as natural reserves can be identified. This is the result of lawsuits filed by local organizations, in articulation with non-gov - ernmental organizations (NGOs) and State entities. This article approaches the challenges and potentialities of the implementation of these areas of environmental protection, in tension with the impacts of the advance - ment of the urbanization border. Various problematic nodes are addressed, namely: The transit between dec - laration and implementation; the inter-jurisdictional disputes and the participation processes; the tension between the natural right and Human Rights. Lastly, there is a reflection regarding the current challenges, particularly in what refers to the Environmental Plan - ning of the Territory.
