Disputas políticas en tiempos de guerra. Salta 1814-1821

Abstract

El retorno de Fernando VII al trono de España en 1814 y los contrastes militares del Ejército Auxiliar del Perú en las provincias alto peruanas, amenazaban la revolución rioplatense, pocos años después de iniciado el proceso político y militar que concluiría con la dominación española en los territorios hispanoamericanos. A estas dificultades se sumaban las disputas políticas que impedían construir una legitimidad política que reemplazara la soberanía real. Resulta de esta manera interesante estudiar las diferentes propuestas de organización política que tuvieron lugar en la primera década revolucionaria en la Provincia de Salta, dónde la constante amenaza del Ejército Real del Perú favoreció la militarización y la emergencia de fuertes liderazgos locales enfrentados políticamente. Estos enfrentamientos ofrecen la posibilidad de observar no sólo las tensiones entre poder centralizado y autonomías locales y la opción por la monarquía incásica en el marco de la guerra librada en los andes meridionales sino también su incidencia en los cuerpos militares organizados por el Gobernador de la provincia de Salta.

The return of Ferdinand VII to the throne of Spain in 1814 and the military contrasts of the Auxiliary Army of Peru in the provinces of “Alto Peru”, threatened the revolution of “Río de la Plata” viceroyalty, few years after the political and military process conclude with the Spanish domination of these territories. Adding to these difficulties, political disputes were impeding the construction of a political legitimacy that will replace the royal sovereignty. It is interesting to study the various projects of political organization that took place in the first revolutionary decade in the province of Salta, where the constant threat of the Royal Army of Peru favored the militarization and the emergence of strong local leaderships, which confronted politically. These conflicts offer the possibility to analyze not only the tensions between centralized power and local autonomy and the option for the Inca monarchy in the context of the war that took place in the southern Andes but also its impacts in the military bodies organized by the Governor of the province of Salta.
