La profilaxis de la locura en la agenda política: saberes y técnicos de la Higiene Mental en la metamorfosis del Estado santafesino de entreguerras

Abstract

El trabajo que sigue se propone rastrear la inscripción de los saberes de la higiene mental en la agenda de salud pública del Estado santafesino a lo largo del período de entreguerras. En el marco de una serie de incorporaciones específicas y progresivas de este discurso científico en instituciones provinciales a lo largo de la década, sostenemos que este proceso trasluce la hegemonización del sentido de la disciplina psiquiátrica local y nacional operada por esta corriente, situación contrapuesta a su inicial cuestionamiento a fines de los años 1920 en la Facultad de Medicina de la ciudad de Rosario. A lo largo del artículo intentaremos dar cuenta, entonces, del entrecruzamiento de lógicas entre un proceso de circulación de saberes y expertos en el área, y otro de progresiva transformación del Estado; cruce cuyo punto de inflexión será el pasaje de una política de influencias en la concreción de distintos proyectos institucionales hacia un enfoque de política pública.

The present paper aims to track the inscription of mental hygiene knowledge in the public health agenda of the State of Santa Fe during the interwar period. In the context of specifi c and progressive incorporations of this scientifi c discourse in provincial institutions throughout the decade, we argue that this process showed the hegemony of the sense operated by this set of ideas in the local and national psychiatric discipline, a situation that stands in sharp contrast to its initial questioning at the end of the 1920s in the Faculty of Medicine of the city of Rosario. Throughout the article, we will try and demonstrate, then, the intertwining between the logics of a process of circulation and knowledge and experts in the fi eld, and another one of a progressive transformation of the State; a crossing whose turning point will be the shift from a policy of infl uence in the implementation of different institutional projects towards a public policy approach.
