Política pyme y estructuras estatales en Argentina (2003-2015): vínculos opacos y sombras inexploradas

Abstract

Este trabajo analiza el modo en que la implementación de políticas y programas pyme (PPP) provenientes y/o financiados por organismos de financiamiento internacional (OFI) (particularmente, BID y PNUD) promueve características neoliberales en la estructura y la implicación estatal pyme, que debilitan el carácter estratégico del Estado en el desarrollo. Para ello, admitiendo el carácter disputado y la fragilidad institucional del Estado en Latinoamérica, el documento se interesa en advertir que las PPP implementadas se constituyeron en tecnologías de poder con capacidad no solo para viabilizar y profundizar la fragmentación organizacional de las estructuras estatales pyme y la competencia entre estas, sino también para difundir ideas y marcos conceptuales que configuraron una implicación estatal que prioriza la inserción global por sobre un proyecto nacional de desarrollo. La investigación centró su análisis en la Secretaría de la Pequeña y Mediana Empresa y Desarrollo Regional y en dos de las más importantes PPP (Programa de Reconversión Empresarial/Programa de Apoyo al Crédito y la Competitividad, y el Programa Sistemas Productivos Locales) implementadas en Argentina (2003-2015).

This work analyzes the way in which the implementation of SME policies and programs (SPP) coming from and/or financed by international financing agencies (particularly IDB and UNDP) promotes neoliberal characteristics in SME structure and involvement that weakening the strategic character of the State in development. In order to do so, by acknowledging the disputed nature and the institutional fragility of the State in Latin America, the document is interested in noting that the implemented SPPs were constituted in technologies of power with capacity not only to make feasible and deepen the organizational fragmentation of SME state structures and competition between them, but also to disseminate ideas and conceptual frameworks that shaped a state involvement that prioritizes global insertion over a national development project. The research focused its analysis on the Small and Medium Enterprise and Regional Development Secretariat and on two of the most important SPPs (Business Reconversion Program/Program to Support Credit and Competitiveness, and the Local Productive Systems Program) implemented in Argentina (2003-2015).
