Las voces de los obreros azucareros en la construcción de la salud como derecho (1946-1950)

Abstract

En 1946, con la llegada del peronismo al poder, el problema de la salud de los trabajadores azucareros volvió a concitar hondos debates. En noviembre de ese año, el gobernador de la provincia de Tucumán, Carlos Domínguez, envió a la Legislatura un proyecto de asistencia médica, obligatoria y gratuita para los establecimientos laborales que contaran con más de 200 trabajadores, iniciativa que afectaba de forma directa a los ingenios. En este sentido, la ley obligó a precisar los límites de la responsabilidad, de los particulares y del Estado, frente al problema sanitario de la agroindustria y contribuyó a articular un entramado de demandas que ‘desde arriba’ pero también ‘desde abajo’ posibilitaron la emergencia de la salud en términos de derecho.

In 1946, with the advent of Peronism to power, the problem of sugar workers’ health was once again in the heart of debates. In November of that year, the governor of the province of Tucuman, Carlos Dominguez, proposed to the legislature a heath care project, which was compulsory and free for the labour establishments that had more than 200 workers- an initiative that directly affected the sugar cane mills. In this sense, the law forced them to define the liability boundaries of both the private and public sectors, in the face of the health care problem of agroindustry, and it helped to articulate the intricate flow of demands ‘from above and below’, which allowed for the emergence of health care as a right.
