Estado y Desarrollo Rural: Alcances y Limitaciones en las Ferias Francas de Misiones (1993-2013)

Abstract

Este trabajo se propone estudiar el rol y la capacidad del Estado en el desarrollo rural a través de un instrumento de aplicación como lo fue el Programa Social Agropecuario (PSA) y su vinculación con las ferias francas misioneras. Al mismo tiempo, plan-tea indagar los cambios al interior de dicho programa, su re-estructuración y definición, atendiendo a las vicisitudes del contexto para reconocer si los mismos responden a una lógica estatal para el desarrollo rural a un cambio en las correlaciones sociales de fuerzas o, a ambas. En este sentido, el objetivo es poder analizar el panorama asociativo de estos nuevos sujetos sociales y dimensionar la representación de intereses del sector rural, así como los desafíos que presentan en la necesaria articulación del Estado con la sociedad civil. Los boletines del PSA, publicaciones del Ministerio Agricultura de la Nación, del Ministerio del Agro y la Producción de Misiones serán las fuentes que sustentarán este estudio, complementados con entrevistas semi-estructuradas a los técnicos, feriantes y actores involucrados, como así también una aproximación etnográfica en algunas ferias seleccionadas.

This work aims to study the role and capacity of the state in rural development through an implementation as was the Agricultural Social Program (PSA) and its relationship with the missionary free fairs. At the same time, raises investigate the changes within the program, the re-structuring and definition, considering the vicis-situdes of context; to recognize if they respond to a logic state for rural development; to a change in the social relationship of forces, or both. In this sense, the aim is to analyze the association scene of these new social subjects and dimension the repre-sentation of interests of the rural sector and the challenges presented in the necessa-ry articulation between the state and civil society. PSA newsletters, publications Agriculture Ministry's Office, the Ministry of Agriculture and Production Missions are the sources that underpin this study, supplemented by semi-structured inter-views technicians, showmen and actors involved, as well as an approximation ethno-graphic in selected shows.
