Usando a Gramsci: El debate acerca de la hegemonía kirchnerista

Abstract

No hay demasiadas objeciones ni controversias en torno a la descripción de los años 90 en Argentina como una época signada por una “hegemonía neoliberal”. Sin embargo, los trabajos académicos producidos en los últimos años no se ponen de acuerdo en establecer si el “kirchnerismo” ha conformado una nueva hegemonía o se trata más bien de un proceso político abierto que aún no ha delimitado un nuevo modelo de dominación de mediana duración. Este trabajo se propone dar cuenta de las distintas caracterizaciones acerca del período, tomando como eje analítico la dimensión de la hegemonía política. Para ello, se revisarán algunas de las producciones académicas que giran en torno a este problema, tratando de poner en diálogo las distintas conceptualizaciones existentes en referencia a los últimos años. El desarrollo de los abordajes más significativos sobre la cuestión revelará que detrás de los diagnósticos disímiles hay puntos de partida teóricos completamente alejados entre sí. Por esta razón, muchas de las posiciones encontradas ni siquiera pueden ponerse a debate, en la medida en que parten de concepciones inconmensurables acerca de la hegemonía. La hipótesis que guía nuestro trabajo sostiene que las distintas conclusiones acerca del carácter hegemónico del proceso político abierto hace ya más de una década provienen de las múltiples maneras en que un concepto abierto como el de hegemonía puede ser interpretado.

There have not been significant objections or controversies surrounding the characterization of the 90’s in Argentina as an era marked by a “neoliberal hegemony”. However, the academic literature of the last few years cannot agree on whether “Kirchnerism” has become a novel consolidated hegemony or whether it represents an open political process that has not yet establish its boundaries as a new model of dominance of medium-term duration. This article intends to identify the different characterizations of the “Kirchnerist” period following the concept of political hegemony as the axis of the discussion. With this end, we review the main academic works that have previously discussed this problem and present the different existing conceptualizations in a comparative and dialectical manner. We observe that the most significant dissertations analyzed reveal that the dissimilar diagnostics presented by the different authors originate from theoretical starting points (premises) that lie far apart from each other. Thus, it is not random that several of the contentious points cannot be actually compared since they originate from highly heterogeneous and even antagonistic conceptualizations of “hegemony”. We hypothesize that the different conclusions reached about the hegemonic character of the open political process that has spanned for over a decade in Argentina arises from the multiple ways in which the vast concept of “hegemony” can be interpreted.
