Estado y propiedad del petróleo en Argentina. Antecedentes al surgimiento de Yacimientos Pretolíferos Fiscales (1907-1922)

Abstract

El desarrollo de Yacimientos Petrolíferos Fiscales fue objeto de numerosas controversias. Sin embargo, pocos estudios profundizaron en analizar las condiciones específicas que le dieron origen. La temprana aparición de críticas al régimen liberal petrolero, vigente en los años formativos de la industria petrolera argentina, demanda de nuevas investigaciones que estudien sus determinantes específicos. En este trabajo nos proponemos aportar en este sentido, analizando el período que transcurrió desde la primera intervención directa del Estado en la exploración hasta el surgimiento de YPF. Buscaremos identificar las características que tenía el régimen de tierras petroleras vigente, la relación existente entre el sector exploración y extracción con el mercado interno y las perspectivas de los capitales privados extranjeros que llegaron al país en estos años. Finalmente, plantearemos que dada la particular estructura petrolera argentina, el surgimiento de YPF apareció como una respuesta necesaria para superar las trabas que presentaba el régimen liberal de tierras petrolera para lograr una integración de la fase aguas arriba con la fase aguas abajo.

The development of Yacimientos Petrolíferos Fiscales was the subject of much controversy. However, few studies have analyzed the specific conditions that gave rise to it. Further research is required into the specific factors determining the early appearance of criticism of the prevailing liberal oil regime during the formative years of Argentina’s oil industry. In this paper, we propose to make a contribution in this regard, analyzing the period from the first direct state intervention in exploration to the emergence of YPF. We seek to identify the characteristics of the existing oil land regime, the relationship between the exploration and drilling sector and the domestic market, and the prospects for foreign private capital which entered the country in those years. Finally, we suggest that, given the particular oil structure in Argentina, the rise of YPF appeared as a necessary response to overcome the obstacles presented by the liberal regime of oil lands to achieve integration between upstream and downstream stages.
