Conflicto ambiental en el espacio urbano: Zonificación y segregación. Caso Barrio Ituzaingó Anexo, Córdoba, Argentina

Abstract

El conflicto ambiental en el Barrio Ituzaingó Anexo es visibilizado como tal a partir de la lucha de quince años del Grupo de Madres del bairro, quienes denuncian enfermedades y fallecimientos causados por los efectos ambientales de la utilización masiva de agrotóxicos para la producción de soja transgénica. Los campos de producción se encontraban separados solo por el ancho de una calle de su barrio. Este dato es el que nos ocupa en este trabajo, donde nos preguntamos qué implicancias tiene la configuración del espacio urbano en el conflicto ambiental del Barrio Ituzaingó Anexo, al advertir que no solo el barrio se encuentra colindante a un campo fumigado, sino también en un sector de la ciudad destinado a un uso industrial. Esto es analizado a partir dos claves: la zonificación en la planificación de la ciudad, y sus efectos segregatorios, en una perspectiva sistémica definida por la existencia de un sistemamundo regido por la lógica del capital, bajo el concepto de Sistema de Dominación Múltiple, que intenta poner en evidencia que en muchos de los casos la consecuencia de este sistema, es la muerte de los sujetos subalternos.

The environmental conflict in the Ituzaingó Annex Neighborhood is visible because of the fifteen years struggle of the Group of Mothers of the neighborhood, who denounce diseases and deaths caused by the environmental effects of the massive use of agrochemicals for the production of transgenic soybeans. The production fields space were separated only by the width of a street from their neighborhood. This data is the one that occupies us in this work, where we ask ourselves what are the implications of the configuration of the urban space in the environmental conflict of the Ituzaingó Annex Neighborhood, noting that not only the neighborhood is close to a fumigated field, but also in a sector of the city intended for industrial use. This is analyzed in two keys: the zoning in the planning of the city, and its segregative effects, in a systemic perspective defined by the existence of a system-world governed by the logic of capital, under the concept of Multiple Domination System, that tries to put in evidence that in many of the cases the consequences of this system, is the death of the subaltern subjects.
