La tercera presidencia peronista y la Guerra Fría: Argentina, Perú y Brasil en la X Conferencia de los Ejércitos Americanos de 1973

Abstract

Durante la X Conferencia de Ejércitos Americanos realizada en el mes de septiembre de 1973 las delegaciones de los países latinoamericanos debatieron fuertemente la concepción sobre el rol de las Fuerzas Armadas y el sistema interamericano de defensa. En el contexto del gobierno de transición de Raúl Lastiri -período intermedio entre la renuncia de Héctor Cámpora y la asunción de Juan Domingo Perón- el general argentino Jorge Raúl Carcagno apoyó la tesis peruana del ministro de Guerra y primer ministro del Perú, general Edgardo Mercado Jarrín. Plantearon la necesidad de reformar el TIAR, distanciándose claramente de la posición de Brasil. Este trabajo se propone vincular la posición argentina, peruana y brasileña en el contexto de los conflictos políticos internos y de la disputa de las potencias por el predominio en la región.

During the X Conference of American Armies, carried out in September 1973, the Latin American delegations strongly discussed the conception of the role of the Armed Forces and the inter-American defense system. In the context of the transitional government of Raul Lastiri - period between the resignation of Hector Cámpora and the arriving of Juan Domingo Perón into power- the General Jorge Raúl Carcagno supported the thesis of the Peruvian Minister of War and Prime Minister of Peru, General Edgardo Mercado Jarrín. They affirmed the need to reform the Inter-American Treaty of Reciprocal Assistance, breaking away from the brazilian position. This work aims to link the Argentine, Peruvian and Brazilian position in the context of the political internal conflicts and the dispute of the great powers for the preponderance in the region.
