De políticos honestos y corruptos: el "Affaire Vanrell" y la mutación de la representación en el justicialismo santafecino (1990- 1991)

Abstract

El objetivo de este trabajo es indagar el debate interno que se suscitó en el Partido Justicialista de Santa Fe (PJSF) desde la destitución por juicio político del vicegobernador justicialista en junio de 1990 hasta la intervención del partido por el Consejo Nacional Justicialista un año después. A partir del relevamiento del diario El Litoral, periódico de mayor tirada de la ciudad de Santa Fe –donde el PJSF tiene su sede oficial- y de otras fuentes complementarias, se advierte la prevalencia de un tópico discursivo entre las principales figuras del partido que se articula en torno al eje “corrupción-honestidad”, el cual estructuró predominantemente el sentido de los debates y las prácticas partidarias en dirección a la sanción de la “ley de Lemas” en la provincia, y a la búsqueda de candidatos externos a la dirigencia en ejercicio, en particular, y al ámbito político. Se argumenta, a su vez, que el tópico de la “corrupción” da cuenta de un contexto mayor de mutación de los formatos de la representación política. Este proceso se percibió vinculado, principalmente, a la crisis de los partidos políticos, y, dentro de ella, a la de la figura del “político de partido” como elemento constitutivo en la generación del vínculo representativo. En este sentido, aparece la necesidad entre la dirigencia justicialista de re-construir un nexo “más directo” con la ciudadanía sin mediación de las estructuras partidarias.

The aim of this paper is to look into the internal debate that occurred within the Partido Justicialista de Santa Fe (PJSF) from the impeachment and destitution of the justicialista vice-governor in June of 1990, to the party’s intervention through the Consejo Nacional Justicilista a year later. From the research of El Litoral, one of the major newspapers in Santa Fe –where the JPSF has its head officeand from other complementary sources, it is possible to observe the prevalence of a discursive topic among the leading figures of the party, which revolves around the idea of ‘corruption versus honesty’. This notion structured the direction of the debates and practices of the party aiming to the passing of the Lemas Law in the province and towards the search of candidates outside the actual party leaders, and to the political scene in general. We also argue that the topic of ‘corruption’ gives an account of the larger mutation context of the styles of political representation. This process was seen as linked to the political parties’ crisis and within that crisis to the figure of the ‘party politician’ as a key element to the creation of the representation tie-up. In this respect, the need amongst the justicialista leaders to reconstruct a ‘more direct’ connection with the citizenry without the mediation of party structures arises.
