El regreso al medio civil: la reconversión profesional de oficiales retirados de las fuerzas armadas argentinas

Abstract

Los militares son un grupo profesional que dispone de saberes especializados y desarrolla sus actividades en el seno de las instituciones armadas del Estado. La profesión se ejerce en un espacio cerrado a la vez que tiene un carácter limitado en el tiempo. Es decir, por un lado, los militares están preparados para desarrollar sus carreras en el seno de organizaciones que requieren ciertas capacidades y conocimientos específicos; por otro, el ciclo activo concluye a una edad relativamente temprana, por lo que los militares se encuentran fuera del ámbito natural de ejercicio de su profesión. Se plantea, entonces, el problema de la reinserción en el medio civil y el desafío de la reconversión. Este pasaje supone continuidades y rupturas. A partir del análisis de la vuelta al medio civil de oficiales retirados de las fuerzas armadas argentinas, el artículo procura problematizar las relaciones entre el mundo militar y la sociedad civil de un modo diferente al que plantean los estudios centrados en aspectos políticos o funcionales. El estudio se funda en entrevistas en profundidad con militares retirados, revelando la pluralidad de saberes profesionales que disponen, señalando entre aquellos que pueden ser transferidos al medio civil y aquellos que tienen una referencia exclusiva al ámbito específico de actuación institucional de las fuerzas armadas.

The military form a professional group that has specialized knowledge and develop their activities within the State armed institutions. The profession is exercised in a closed space while having a limited character in time. That is to say, on the one hand, the military are prepared to develop their careers within organizations that require certain skills and specific knowledge; on the other hand, the active cycle concludes at a relatively early age, so that the military are outside the natural range of the exercise of their profession. The issue of reintegration into the civilian environment and the challenge of conversion raises then. The reintegration to civilian life problem and the challenge of retraining are considered. This passage implies continuities and ruptures. From the analysis of the return of retired officers of the Argentinean armed forces to the civilian life, this article aims to discuss the relationship between the military and the civil society in a different way from that posed by studies focused on political and functional aspects. The study is based on in-depth interviews with retired military officers, revealing the plurality of professional knowledge available to them, pointing out between those that can be transferred to the civilian environment and those with exclusive reference to the specific area of institutional performance of the armed forces.
