Discurso, regulación económica y crédito a la producción agraria: Argentina 1940-1960

Abstract

El relato y los hechos son recursos de la epistemología histórica. El objetivo de este estudio es abordar la legislación vigente, las líneas de préstamo acordadas y el estudio de casos, para analizar la distribución y la política crediticia rural y agroindustrial argentina entre 1940-1960, para trascender el discurso del Estado interventor y planificador. El frustrado Plan Pinedo (1940), los efectos de la posguerra y la reforma financiera de 1946 sustentarán el contraste entre lo fáctico y lo simbólico, caracterizando cambios, confrontaciones y acuerdos entre el Estado y los sectores agro-productivos, que perfilarán rasgos regionales durante la “Nueva Argentina” y el desarrollismo. Un ajustado estado de la cuestión, el análisis crítico de los acontecimientos y de las políticas agroindustriales, construirán un balance cuali-cuantitativo desde las fuentes primarias y la documentación bancaria archivística de los Bancos de la Nación Argentina, de Crédito Industrial Argentino y de la Provincia de Buenos Aires.

The narrative and the facts are resources of historical epistemology. The objective of this research is to address the current legislation, the agreed lending lines, and the case studies, in order to analyze the distribution and rural and agro-industrial credit policy in Argentina between 1940 and 1960, aiming to transcend the discourse of the interventionist and planning State. The failed Pinedo Plan (1940), the effects of the postwar period, and the financial reform of 1946 will support the contrast between the factual and the symbolic, characterizing changes, confrontations, and agreements between the State and the agro-productive sectors, which will shape regional traits during the 'New Argentina' and developmentalism. A detailed state of the issue, along with a critical analysis of events and agro-industrial policies, will construct a qualitative-quantitative balance based on primary sources and archival banking documentation from the National Bank of Argentina, the Argentine Industrial Credit Bank, and the Province of Buenos Aires.
