Mutaciones en el mapa de conflictividad de los migrantes durante el gobierno de la alianza Cambiemos (Buenos Aires, 2015-2019)

Abstract

Durante el gobierno de la alianza Cambiemos (2015-2019) se conformaron nuevas organizaciones de migrantes como el Bloque de Trabajadorxs Migrantes (BTM), Ni una Migrante Menos (NUMM) y la Campaña Migrar no es Delito (CMND). El objetivo de este artículo es analizar las condiciones que habilitaron el surgimiento del BTM, NUMM y la CMND, para así dar cuenta de las mutaciones en el mapa de conflictividad de los migrantes que constituyeron dichas organizaciones. El abordaje metodológico de esta investigación se apoyó en una estrategia cualitativa que combinó el análisis de un conjunto de documentos escritos y audiovisuales, el registro de campo y entrevistas semi estructuradas a referentes de las organizaciones de migrantes. Los resultados de la investigación muestran que el giro securitario y punitivo en el tratamiento político de las migraciones de la alianza Cambiemos provocó mutaciones en el mapa de conflictividad de los migrante. Estas mutaciones implicaron una reacomodación de las alianzas y, principalmente, una reorientación de las temáticas que aglutinaron las luchas de los migrantes.

During the government of the Cambiemos alliance (2015-2019) new migrant organizations were formed such as the Bloque de Trabajadorxs Migrantes (BTM), Ni una Migrante Menos (NUMM) and the Campaña Migrar no es Delito (CMND). The objective of this article is to analyze the conditions that enabled the emergence of BTM, NUMM, and CMND, in order to account for the changes in the conflict map of the migrants who constituted these organizations. The methodological approach of this research was based on a qualitative strategy that combined the analysis of a set of written and audiovisual documents, field notes and semi-structured interviews to referents of migrant organizations. The results of the research show that the securitarian and punitive turn in the political treatment of the migrations of the Cambiemos alliance caused mutations in the map of migrant conflict. These mutations involved a rearrangement of alliances, and, above all, a reorientation of the issues that brought together the struggles of migrants.
