Argentina y el Banco Asiático de Inversiones en Infraestructura (BAII): una relación sujeta a la fuerza de la certidumbre

Abstract

El argumento principal que se sostiene en este artículo es que la certidumbre de la política internacional desplegada por China, a través de un instrumento muy particular como el Banco Asiático de Inversiones en Infraestructura (BAII), se comporta como un incentivo para que los distintos actores internacionales fortalezcan y profundicen sus vínculos con este jugador sistémico. Se explora cómo a pesar de la diver-sidad ideológica y de los diferentes proyectos de política exterior de las últimas tres administraciones de gobierno en Argentina, con Mauricio Macri, Alberto Fernández y Javier Milei, el país mantuvo y reforzó progresivamente su vinculación con el BAII. La breve pero incremental trayectoria de asociación entre estos actores se explica por la fuerza de la certidumbre que propone la proyección de China como un jugador sistémico en el campo del financiamiento para el desarrollo.

The main argument supported in this article is that the certainty of the international policy deployed by China, through a very particular instrument such as the Asian Infrastructure Investment Bank (AIIB), acts as an incentive for the different actors international to strengthen and deepen their ties with this systemic player. It explores how despite the ideological diversity and the different foreign policy projects of the last three government administrations in Argentina with Mauricio Macri, Alberto Fernández and Javier Milei, the country maintained and progressively strengthened its relation with the AIIB. The brief but incremental trajectory of association between these actors is explained by the strength of the certainty proposed by China's projection as a systemic player in the field of development financing.
