Interacción entre migrantes e indígenas bajo el régimen de control fronterizo en Colchane (Tarapacá, Chile)

Abstract

El objetivo es analizar las interacciones entre migrantes internacionales y comunidades aymaras en la frontera chileno-boliviana a partir de la ejecución de un régimen de control fronterizo. A diferencia de investigaciones que se han concentrado en los sucesos que vinculan a la migración internacional con el papel del Estado en el proceso de control en frontera, el foco de este abordaje –de manera inédita– está puesto en identificar el vínculo entre indígenas y migrantes. La metodología conllevó una etnografía estratégicamente situada entre 2020 y 2021 con observación participante, entrevistas y análisis documental de fuentes. La investigación concluye que las dinámicas de cooperación de indígenas a migrantes fueron mermando con la masividad de los flujos clandestinos. A su vez, da cuenta de que la militarización de la frontera no logró reducir el ingreso humano clandestino, sino, más bien, fue una estrategia para entregar un mensaje de tranquilidad a la opinión pública nacional.

The objective of this research is to analyze the interactions between international migrants and Aymara communities on the Chile-Bolivia border based on the implementation of a border control system. Unlike research that has focused on events linking international migration to the role of the State in border control, the focus of this approach –in an unprecedented way– is on identifying the link between Indigenous peoples and migrants. The methodology involved a strategically situated ethnography between 2020 and 2021 which included participant observation, interviews, and archival research. The research concludes that the dynamics of cooperation between indigenous people and migrants diminished with the massive number of clandestine migrations. Additionally, the research shows that the militarization of the border did not reduce illegal human influx, but rather was a strategy to convey a message of reassurance to the national public.
