This article contributes to the study of political circulation and the links of solidarity between the Southern Cone of Latin America and Spain in the 1970s by focusing on the transnational connections of Brazilian, Uruguayan, Chilean and Argentine exiles and their impact on the early denunciation of the repression of the dictatorial regimes of the National Security Doctrine. It follows the hypothesis that the articulation of this space of denunciation and Ibero-American solidarity granted salience to exile in two distinguishable but intertwined ways: as a problem of global reach that revealed dictatorial brutality, and by transforming exiles into agents with the capacity to project their complaint beyond national borders due to their integration into transnational humanitarian networks.
