El Sur Global en el orden internacional del Eterno Retorno: visión y enigma para América Latina

Abstract

El supuesto de base sobre el que se cimenta el presente artículo indica que el orden internacional actual es complejo y difícil de calificar. No obstante, se argumenta que el mismo se interpreta adecuadamente a partir del concepto del Eterno Retorno. Para describirlo, se retoman los principales aportes proporcionados por un conjunto de analistas que conceptualizan la incertidumbre actual e identifican las distintas facetas de la crisis del multilateralismo. En base a ello, el objetivo general del artículo consiste en dilucidar si el Sur Global representa para el actual orden internacional una visión o un enigma. De manera específica, se propone ubicar el rol que América Latina puede desempeñar en un escenario de incertidumbre que continúa extendiéndose tanto a escala global como regional.

The basic assumption on which this article is based indicates that the current international order is complex and difficult to qualify. Nevertheless, we argue that it can be interpreted with the concept of the Eternal Return. To describe it, we recur to the main contributions provided by a group of analysts who conceptualize the current uncertainty and identify the different aspects of the crisis of multilateralism. Based on this, the general objective of the article is to elucidate whether the Global South represents a vision or an enigma for the current international order. Specifically, it is proposed to locate the role that Latin America can play in a scenario of uncertainty that continues to spread both on a global and regional scale.
