Auge y crisis de la democratización del turismo: La política hotelera en la Salta peronista (1946- 1955)

Abstract

La democratización del bienestar y particularmente del turismo en Argentina se aceleró durante los años peronistas permitiendo la incorporación de las clases medias y populares. Dicho proceso fue impulsado fuertemente por el Estado nacional y especialmente por el Estado provincial de Salta. El desenvolvimiento específico de este último actor en un escenario social singular permite afirmar que sus acciones públicas no fueron un reflejo de las realizadas a nivel central. Por ende, el objetivo principal del artículo consiste en analizar las políticas turísticas en Salta enfocando particularmente aquellas efectuadas en materia hotelera por los gobiernos peronistas (1946-1955). La metodología empleada para tal fin fue de carácter cualitativo sobre documentos de Estado tales como boletines oficiales y diarios de sesiones parlamentarios de rango nacional y provincial, memorias de reparticiones especializadas y prensa escrita. A partir de ello se pudieron distinguir los momentos de auge y crisis del modelo democratizador del turismo en Salta en la medida que se producían oscilaciones en el devenir de las políticas hoteleras.

The democratization of well-being and particularly of tourism in Argentina accelerated during the Peronist years, allowing the incorporation of the middle and popular classes. This process was strongly promoted by the National State and especially by the Provincial government of Salta. The development of this latter actor in a unique social scenario meant that it´s public actions were not a reflection of those promoted at the central level. Therefore, the main objective of this article is to analyze tourism policies in Salta, focusing especially on those implemented in the hotel sector by the Peronist governments (1946-1955). The methodology employed for this purpose was qualitative, based on state documents such as official bulletins and national and provincial parliamentary session minutes, reports of specialized departments, and the written press. From this, it was possible to distinguish the boom and bust of the democratizing model of tourism in Salta as fluctuations occurred in the development of hotel policies.
