La competencia global por los Reactores Modulares Pequeños: los desafíos para la tecnodiplomacia nuclear argentina

Abstract

El mundo atraviesa un complejo contexto de transición energética y posiblemente de poder donde la búsqueda por llegar a acuerdos políticos y tecnológicos para frenar el calentamiento global queda sumida en la competencia tecnoeconómica y comercial entre Estados Unidos y China. En este contexto, la energía nuclear vuelve a posicionarse como una alternativa viable y limpia para garantizar las metas de transición energética, especialmente a partir de la fabricación y comercialización de los Reactores Modulares Pequeños (SMR por sus siglas en inglés), donde también se registra gran competencia geopolítica y comercial entre Estados Unidos, Europa, China y Rusia. Acercando las dimensiones de ciencia y tecnología a los estudios internacionales, este artículo busca presentar un panorama sobre la naciente competencia geopolítica en torno a los SMR a nivel global, así como las oportunidades y desafíos que este marco implica para la tecnodiplomacia argentina. Se llega a la conclusión de que la Argentina –primer país latinoamericano en contar con un prototipo de SMR- no debería perder esta oportunidad de subirse a la ola nuclear generada por la urgencia de la revolución verde, a partir de elaborar una estrategia tecnodiplomática fuerte y orientada a la región.

The world is going through a complex context of energy -and possibly power- transition, where the search for political and technological agreements to curb global warming is mired in the techno-economic and commercial competition between the United States and China. In this context, nuclear energy is once again positioning itself as a viable and clean alternative to guarantee the energy transition goals, especially since the manufacture and commercialization of Small Modular Reactors (SMR), where there is also great geopolitical and commercial struggle between the United States, Europe, China and Russia. Bringing science and technology dimensions closer to international studies, this article seeks to present an overview of the emerging geopolitical competition around SMRs at a global level, as well as the opportunities and challenges that this framework implies for Argentine technodiplomacy. It concludes that Argentina -the first Latin American country to have an SMR prototype- should not miss this opportunity to ride the nuclear wave generated by the urgency of the green revolution by developing a strong and regionally oriented technodiplomatic strategy.
