Campo rico, trabajadores pobres: La situación de las y los obreros rurales argentinos y las limitaciones en enfoque del “poder estructural” en el agro

Abstract

Este escrito presenta una reflexión teórica sobre las limitaciones del enfoque del “poder estructural” para comprender el poder de negociación de las y los trabajadores agropecuarios argentinos. Se postula que a pesar de la importancia estructural del sector económico en que se emplean, su dispersión espacio-temporal, sumada a la diversidad de figuras sociales que ocupan la posición trabajadora y la tendencia a la expulsión neta de mano de obra, obturan su capacidad de negociación. Este poder estructural pasa a ser ejercido por el capital contra el trabajo, y predominantemente por los que ocupan de modo concentrado la “posición estratégica” de la exportación agropecuaria.

This paper presents a theoretical reflection on the limitations of the “structural power” approach to understand the bargaining power of Argentine agricultural workers. It is postulated that despite the structural importance of the economic sector in which they are employed, their spatio-temporal dispersion, added to the diversity of social figures who occupy the working position and the tendency towards the net expulsion of labor, obstruct their capacity of negotiation. This structural power begins to be exercised by capital against labor, and predominantly by those who occupy in a concentrated manner the “strategic position” of agricultural exports.
