Los proyectos de educación técnica que confluyeron en la Argentina peronista (1871-1944)

Abstract

El presente trabajo tiene por objetivo reconstruir y sistematizar el acervo de ideas que constituyeron el antecedente de la reorganización de la educación técnica durante el peronismo, haciendo especial énfasis en los aportes del diputado socialista Américo Ghioldi. Cabe resaltar que, si bien existen algunos estudios en torno a esta temática, los mismos no dan cuenta de los proyectos presentados por ese legislador. Para llevar adelante esta tarea, se realizará un breve recorrido histórico del desarrollo de la señalada modalidad educativa y de las diferentes ofertas existentes -tanto estatales como paraestatales- entre fines del siglo XIX y 1944, año en el cual es creada la Comisión Nacional de Aprendizaje y Orientación Profesional en el marco de la Secretaría de Trabajo y Previsión dirigida por el entonces coronel Juan Domingo Perón. En este sentido, se presentarán los diferentes proyectos realizados por distintos actores interesados en la reorganización de la educación técnica previos al peronismo, entre los que se destacan los partidarios de una educación profesional al interior de las fábricas y aquellos que abogaban por una educación técnica en establecimientos educativos. Finalmente, se expondrá la posición política del legislador socialista Américo Ghioldi quien, a través de dos proyectos de ley presentados en 1941 y 1942, supo sintetizar y conciliar las distintas propuestas en pugna en torno a cómo reorganizar la señalada modalidad educativa durante la primera mitad de los años 40' en Argentina. Esta investigación se inscribe dentro de la metodología cualitativa y las técnicas de investigación utilizadas son la observación documental y el análisis de contenido de fuentes documentales tanto primarias como secundarias.

The aim of this paper is to reconstruct and systematize the ideas that constituted the background to the reorganization of technical education during Peronism, with spe- cial emphasis on the contributions of the socialist deputy Américo Ghioldi. It is worth noting that, although there are some studies on this subject, they do not include the projects presented by this legislator. In order to carry out this task, a brief historical overview will be made of the development of this educational modality and of the different existing offers –both state and parastatal– between the end of the 19th cen- tury and 1944, the year in which the National Commission for Apprenticeship and Vocational Guidance was created within the framework of the Secretariat of Labour and Social Security directed by the then Colonel Juan Domingo Perón. In this sense, the different projects carried out by different actors interested in the reorganization of technical education prior to Peronism will be presented, among which those in favor of professional education inside factories and those who advocated technical educa- tion in educational establishments stand out. Finally, the political position of the so- cialist legislator Américo Ghioldi will be presented, who, through two bills presented in 1941 and 1942, was able to synthesize and reconcile the different competing pro- posals on how to reorganise the aforementioned educational modality during the first half of the 1940s in Argentina. This research is part of the qualitative methodology and the research techniques used are documentary observation and content analysis of both primary and secondary documentary sources.
