Política pública y hábitat popular: Análisis de intervenciones en barrios populares del Partido de La Plata, Argentina

Abstract

En tiempos donde el accionar estatal es fuertemente cuestionado y el gobierno nacional de La Libertad Avanza reduce su injerencia a niveles de actuación ínfimos, resulta de interés recuperar algunas experiencias de actuación en barrios populares que permitan echar luz sobre la importancia que tiene la presencia estatal en cuestiones vinculadas al hábitat. En este sentido, el presente trabajo apunta a mostrar cómo la lógica de la necesidad y la lógica estatal se articulan e interactúan para atender demandas del hábitat popular en cuatro barrios populares localizados en el partido de La Plata, Argentina. A través del relevamiento y análisis de distintas bases de datos (ReNaBaP, Secretaría de Integración Socio Urbana), el análisis de normativa y la realización de entrevistas semi-estructuradas a informantes clave, se indagan distintas intervenciones realizadas por el Estado en los barrios seleccionados. Los resultados permiten observar que el accionar de este actor se manifiesta en un abanico importante de intervenciones con distinto grado de complejidad, que si bien puede encontrar resistencias y cuestionamientos, son medidas que de algún modo apuntan a mejorar la situación habitacional de millones de personas que lo necesitan.

In times when the role of the State is under question and the national government of La Libertad Avanza reduces its interventions to the lowest of levels, it seems important to recover some interventions made in popular settlements to shed light on the importance that the State’s involvement has regarding habitat issues. Therefore, this paper aims to show how the logic of necessity and the logic of the State interact and articulate with each other to attend to demands made in four popular settlements located in La Plata, Argentina. It is through consulting and analyzing different databases (ReNaBaP, Secretary of Social-Urban Integration), the analysis of legal documents, and interviews made with key informants that this paper inquires into interventions made by the State in the selected popular settlements. The results show that the presence of the State manifests in numerous and varied interventions with diverse complexity. Even though these might be resisted and questioned by some actors, these interventions aim to improve the habitability situation of millions of people who need it.
