Influencia de indicadores morfológicos urbano-edilicios hacia una ciudad compacta y sostenible: Área Metropolitana de Mendoza

Abstract

El crecimiento poblacional urbano en Latinoamérica está acompañado de un pro¬ceso expansivo disperso de las ciudades y mayor consumo energético. Las norma¬tivas urbano-edilicias poseen potencial para mitigar estas problemáticas. Mediante un relevamiento y diagnóstico de normativas se estudiaron los marcos regulato¬rios urbano-edilicios de los seis municipios del Área Metropolitana de Mendoza (AMM), posibilitando cartografiar zonificaciones de usos del suelo y analizar esta¬dísticamente los indicadores municipales comunes con un árbol de decisión para identificar su influencia desde una perspectiva energética. El trabajo permitió re¬conocer heterogeneidad de indicadores, diversos rangos parcelarios por municipio con baja ocupación del suelo de media y baja altura edilicia, en detrimento del objetivo del Plan Provincial de Ordenamiento Territorial (PPOT) de una ciudad compacta y sostenible. Finalmente, la investigación identificó: fragmentación ad¬ministrativa, desarticulación normativa e incipiente acceso a la información; mani¬festando la necesidad futura de acordar entre municipios un ajuste de indicadores hacia la consecución del objetivo mencionado.

Urban population growth in Latin America is accompanied by a dispersed expansive process of cities and increased energy consumption. Urban-building regulations have the potential to mitigate these problems. Through a survey and diagnosis of regulations, the urban-building regulatory frameworks of the six municipalities of the Mendoza Metropolitan Area (AMM) were studied, making it possible to map land use zoning and statistically analyze common municipal indicators with a decision tree to identify their influence from an energy perspective. The work made it possible to recognize heterogeneity of indicators, various parcel ranges by municipality with low land occupation of medium and low building height, to the detriment of the objective of the Provincial Land Management Plan (PPOT) of a compact and sustainable city. Finally, the investigation identified: administrative fragmentation, regulatory disarticulation and incipient access to information; expressing the future need to agree between municipalities on an adjustment of indicators towards the achievement of the aforementioned objective.
