Deuda, ajuste fiscal y reformas estructurales en el gobierno de Milei: Perspectiva histórica y su impacto sobre los derechos humanos

Abstract

Desde la última dictadura (1976-1983), la deuda condiciona la dinámica macroeconómica argentina. Desde entonces, cada experiencia neoliberal ha articulado a su manera una tríada de políticas económicas basada en ajuste fiscal, reformas del Estado y la búsqueda de financiamiento externo. Este artículo se propone analizar la dinámica inicial de estas dimensiones en el gobierno de Milei, reflexionando sobre su impacto sobre los derechos humanos. Se muestra que, por un lado, el gobierno se ha enfocado en un severo ajuste fiscal y, por otro lado, ha intentado avanzar con reformas estructurales coincidentes con las solicitadas por el FMI. Pese a ello, el gobierno no ha logrado acceder a nuevo financiamiento externo. Se argumenta que ello obedece a su incapacidad para desmantelar las restricciones que pesan en el país sobre la libre circulación y transferencia de divisas, así como garantizar la consolidación del ajuste y las reformas. Por ello, el gobierno insiste sobre la dimensión de austeridad. Se concluye que este modo de gestionar la tríada de políticas neoliberales viola abiertamente los derechos humanos.

Indebtness has conditioned Argentina's macroeconomic dynamics since the last dictatorship (1976-1983). From then on, each neoliberal government experience has articulated -on its own way- a triad of economic policies based on fiscal consolidation, State reforms and the search for external financing. This article aims to analyze the initial dynamics of these dimensions in Milei's government, reflecting on their impact on human rights. It shows that, on the one hand, the government has focused on a severe fiscal adjustment and, on the other hand, it has tried to move forward with structural reforms coinciding with those requested by the IMF. Despite these attempts, the government has not been able to access new external financing. It is argued that this is due to its inability to dismantle the country's restrictions on the foreign Exchange policies, as well as to guarantee the consolidation of the adjustment and reforms. Therefore, the government insists on the austerity dimension. It is concluded that this way of managing the triad of neoliberal policies openly violates human rights.
