Los territorios (nuevamente) en disputa: Una revisita a la actualización de la política de bosques nativos en la provincia de Salta (2008-2024)

Abstract

En el año 2007 se sancionó en Argentina la Ley 26331, a partir de la cual las provincias iniciaron sus Ordenamientos Territoriales de Bosques Nativos (OTBN). Salta, una de las jurisdicciones más afectadas por la deforestación y los cambios en el uso del suelo, aprobó su norma al año siguiente (Ley 7543/2008), en un proceso no exento de conflictos. Si bien debía ser actualizado cada cinco años, no fue sino hasta el año 2024 que se revisó y sancionó un nuevo mapa de zonificación, en el marco de renovadas disputas jurídicas, políticas y económicas. Con base en el análisis de entrevistas en profundidad, material documental, judicial, legislativo, estadístico y periodístico, este artículo aborda la complejidad de actores, intereses y argumentos involucrados en los sucesivos intentos de actualización del OTBN en el período 2008-2024.

In 2007, Law 26331 was passed in Argentina, based on which the provinces initiated their Native Forest Land Use Planning Programs (LUPP). Salta, one of the jurisdictions most affected by deforestation and land-use change, approved its regulation the following year (Law 7543/2008), in a process that was not free of conflicts. Although it was to be updated every five years, it was not until 2024 that a new zoning map was revised and sanctioned, in the context of renewed legal, political and economic disputes. Based on the analysis of indepth interviews, documentary, judicial, legislative, statistical and journalistic material, this article addresses the complexity of actors, interests and arguments involved in the successive attempts to update the LUPP in the period 2008-2024.
