Las casas del posterremoto de San Juan: Un estudio de la vivienda social implementada tras la emergencia de 1944

Abstract

El 15 de enero de 1944 un sismo destruyó la ciudad de San Juan y alrededores, lo que condujo a su reconstrucción. Para ello se ensayaron diferentes tipos de viviendas cuya materialidad estuvo condicionada por la necesidad de dar albergue en un corto tiempo a las familias que habían perdido sus casas. Este artículo reconstruye los diferentes modelos empleados a partir de un exhaustivo trabajo de rastreo de fuentes que se encuentran disponibles en archivos provinciales y nacionales. Esto es así porque en el proceso de la reconstrucción intervinieron entidades de distintas jurisdicciones. Como resultado observamos que se recurrió a tipologías y materiales diversos. Esto diferencia el caso sanjuanino de otras provincias en que la vivienda estatal se concretó en el “chalecito” y, en menor medida, la vivienda en bloque, ambos de mampostería de ladrillo. A pesar del carácter experimental del caso sanjuanino, el Censo de 1960, nos indica que los materiales preponderantes continuaros siendo los tradicionales no antisísmicos.

The earthquake of 15th January 1944, destroyed the city of San Juan and the suburbs almost completely, that conditioned the reconstruction. For this purpose, different typologies were implemented, conditioned by the urgency of providing shelter for the families who had lost their houses. This article reconstructs the typologies employed based in an exhaustive tracing of various sources available in different provincial and national archives. This is because entities from various jurisdictions were involved in the reconstruction process. As a result, we observe that various typologies and materials were employed to satisfy different needs and the possibilities of diverse social sectors, leading to the realization of fragmented proposals without articulation among the different spheres of government. This sets the case of San Juan apart from other provinces where state housing was realized in the form of the "chalecito" and, to a lesser extent, apartment blocks, both made of brick masonry. Despite the experimental nature of the San Juan case, the 1960 Census indicates that the predominant materials continued to be traditional, nonseismic-resistant ones.
