La relación de la Armada Argentina con la primera presidencia de Hipólito Yrigoyen (1916-1922): dinámicas, tensiones y conflictos

Abstract

Este trabajo analiza la situación de la Armada Argentina durante la primera presidencia de Hipólito Yrigoyen (1916-1922), para comprender algunas de las dinámicas, tensiones y conflictos que existieron entre la institución naval y el primer gobierno radical. Se espera colaborar con un estudio introductorio acerca del perfil político que por entonces tenía la Marina, un sector de las Fuerzas Armadas que, en líneas generales, ha sido desestimado por la historiografía dedicada al estudio de las burocracias estatales y el campo militar durante las primeras décadas del siglo XX. El texto se concentrará así en tres aspectos: la situación material y operativa de la Armada, la relación de la Fuerza con Federico Álvarez de Toledo, el primer civil al frente del Ministerio de Marina, y, por último, la influencia de la política radical en el sistema de ascensos y retiros de los oficiales navales.

This work examines the situation of the Argentine Navy during the first presidency of Hipólito Yrigoyen (1916-1922) to understand some of the dynamics, tensions, and conflicts that existed between the naval institution in the first radical government. In this way, it aims to contribute to an introductory study of the political profile that the Navy had at that time, a sector of the Armed Forces that has been somewhat overlooked by historiography dedicated to the study of state bureaucracies and the military field during the early decades of the 20th century. The text will focus on three aspects: the material and operational situation of the Navy, the relationship of the Force with Federico Álvarez de Toledo, the first civilian at the helm of the Ministry of the Navy, and finally, the influence of radical politics on the promotion and retirement system of naval officers.
