Expectativas sobre la policía: del cuidado material y moral de la ciudad a la preocupación por la seguridad de los ciudadanos. Mendoza, 1824-1860

Abstract

Se analizan periódicos locales y actas de la sala de representantes para indagar las expectativas de la élite sobre la función de policía y sus agentes, los tópicos discursivos que las expresaban y sus desplazamientos. El periodo abordado se extiende desde el nombramiento de los empleados que reemplazaron a quien dentro del cabildo se ocupaba del ramo en 1824, al momento en que aparecía consolidado el Departamento en el organigrama gubernamental. La hipótesis sostiene que la configuración de la Policía entró en las preocupaciones del recinto legislativo a través del tratamiento presupuestario, pero la delimitación de sus funciones fue resultado de la capacidad normativa de los gobernadores, en la que la prensa lo acompañó marcando faltas y progresos sobre lo que debían ser y hacer tanto el jefe policial como sus subalternos.

Local newspapers and minutes of meetings are analysed as an approach to the expectations of the elite concerning the functions of the police and its agents, the discourse topics and its displacements. The addressed period extends from the naming of the employees that replaced those within the town hall who dealt with the police branch in 1824, and the moment in which the Police Department appeared as such within the governmental organization. The hypothesis claims that the configuration of the Police entered the concerns of the legislative chamber through budgetary discussions. But the shaping of its functions and attributions was the result of the legislative capacity of the governors as from their daily needs, to which the press ascribed pointing flaws and progress regarding what the police chief and his officer had to be and do.
