Estrategias organizativas y luchas en un territorio disputado

Abstract

La Unión de Trabajadores Rurales Sin Tierra es una organización de trabajadores rurales de la provincia de Mendoza. Producen y comercializan alimentos mediante el desarrollo de chacras agroecológicas, la elaboración artesanal de conservas, licores y vinos y la creación de espacios de intercambio autogestivos a nivel local, provincial y nacional. Desde hace más de una década, impulsan la Soberanía Alimentaria y la Reforma Agraria Integral. Como movimiento social, han generado una red, que se extiende en todo el territorio nacional, junto con otras agrupaciones campesinas en post de la generación de leyes y políticas públicas que contemplen sus necesidades. Excluidos del circuito productivo hegemónico, en territorios periféricos, buscan obtener tierras para el cultivo frutihortícola alternativo. Su disputa central es por ellas y por el acceso al agua, así como también con los emprendedores inmobiliarios que las pretenden para extender el turismo de elite de la ruta del vino. En este escenario, lograr la sostenibilidad cotidiana de centenares de familias campesinas, junto a la creación de espacios de formación comunitaria, ha implicado el despliegue de un repertorio diverso de acciones y estrategias a través de los años. Este articulo pretende posar la mirada en esta organización, recuperando su conformación y desarrollo como colectivo, atendiendo a sus formas de lucha y manifestación, pues se entiende que estas permiten comprender las formas en las cuales opera el actual modelo económico en los territorios en relación con el uso y apropiación de los recursos naturales, así como también visibilizar las lógicas que asume el poder local en estas apropiaciones.

The Union of Landless Rural Workers is an organization of rural workers in the province of Mendoza. They produce and market food through the development of agroecological farms, the artisan production of preserves, liquors and wines and the creation of self-managed exchange spaces at the local, provincial and national levels. For more than two decades, they have been promoting Food Sovereignty and Integral Agrarian Reform. As a social movement, they have generated a network that extends throughout the national territory, together with other peasant groups in order to strengthen themselves and generate laws and public policies that consider their needs as an organization but also from a structural perspective of the problem. Excluded from the hegemonic productive circuit, in peripheral territories, they seek to obtain land for alternative fruit and vegetable cultivation. Their central dispute is for them and for access to water, as well as against the interests of real estate entrepreneurs who want them to extend elite tourism on the so-called “wine route.”In this scenario, achieving the daily sustainability of hundreds of peasant families, together with the creation of community training spaces, has implied the deployment of a diverse repertoire of actions and strategies over the years. This article intends to look at this organization, recovering its conformation and development as a collective, taking into account its forms of struggle and demonstration, the networks it builds and the resources it mobilizes in this process, since these allow us to understand the ways in which the current economic model operates in the territories in relation to the use and appropriation of natural resources, as well as make visible the logic that local power assumes in these appropriations.
