Brechas en el desarrollo de cuentas ecosistémicas para Argentina, riesgos y oportunidades para su Parque Chaqueño

Abstract

El Gran Chaco es una de las regiones con mayor biodiversidad del mundo y uno de los ecosistemas más grandes de América Latina. Argentina representa el 62% de la región a través de su Parque Chaqueño, siendo ésta el área forestal más grande y presentando a su vez la tasa más alta de deforestación del país. Esta deforestación implica no sólo grandes riesgos en términos ambientales y sociales sino también económicos. Si bien la Argentina cuenta con la Ley 26.331 de Presupuestos Mínimos de protección ambiental para los bosques nativos (conocida como Ley de Bosques) desde el año 2007, el nivel de cumplimiento de su financiamiento nunca superó el 10%. Se requiere por tanto de financiamiento internacional y la implementación de un esquema de pagos por servicios ecosistémicos eficientes, que cubra los costos de oportunidad de los propietarios de tierras con cobertura forestal nativa, para poder alcanzar un desarrollo sustentable en el país y la región. Sin embargo, para poder materializarlo se debe contar con metodologías de valoración y un sistema de contabilidad nacional de servicios ecosistémicos desarrollado. En el presente trabajo se realizará una revisión de la implementación de la Cuenta de los Ecosistemas en Argentina, adoptada por Naciones Unidas en marzo 2021, con el objetivo de contribuir en la generación de conocimiento técnico necesario para lograr identificar brechas, riesgos y oportunidades para la Argentina y su Parque Chaqueño en términos de contabilidad ecosistémica, fundamental para lograr el acceso al financiamiento necesario para el pago de sus servicios ecosistémicos.

The Gran Chaco is one of the regions with the greatest biodiversity in the world and one of the largest ecosystems in Latin America. Argentina represents 62% of the region through its Chaco Park, which is the largest forest area and also has the highest rate of deforestation in the country. This deforestation involves not only great risks in environmental and social terms but also economic ones. Although Argentina has had Law 26.331 on Minimum Budgets for environmental protection for native forests (known as the Forest Law) since 2007, the level of compliance with its financing has never exceeded 10%. Therefore, international financing is required and an efficient payment scheme for ecosystem services is implemented, which covers the opportunity costs of the owners of land with native forest cover, in order to achieve sustainable development in the country and the region. However, in order to achieve this, valuation methodologies and a developed national accounting system for ecosystem services must be in place. This paper will review the implementation of the Ecosystem Accounts in Argentina, adopted by the United Nations in March 2021, with the aim of contributing to the generation of technical knowledge necessary to identify gaps, risks and opportunities for Argentina and its Chaco Park in terms of ecosystem accounting, which is essential to achieve access to the financing necessary for the payment of its ecosystem services.
