De la periferia a la integración urbana en Godoy Cruz, Mendoza: El caso del barrio popular Urundel entre 1980 y 2023

Abstract

La problemática habitacional desde la redemocratización de América Latina en los años ochenta80 se agudiza e incrementa en el marco de una nueva etapa neoliberal que impacta sobre el espacio urbano en las ciudades. En este marco, el trabajo busca aportar a la periodización de los procesos de conformación y consolidación de barrios populares entre 1980 y 2023; a partir del estudio de caso ubicado en el área metropolitana. Se toma como caso de análisis, el Barrio Urundel del municipio de Godoy Cruz, producto del asentamiento de familias en situación de calle por el terremoto ocurrido en la provincia de Mendoza (1985). Desde sus orígenes el barrio ha sido autogestionado y autoproducido para satisfacer las necesidades habitacionales. En el año 2017 se diseñó y ejecutó el Plan Nacional de Hábitat con el fin de urbanizar (infraestructura, equipamiento y obras complementarias) el barrio. Dichas obras se han finalizado y se continúa el trabajo de urbanización por parte del Municipio de Godoy Cruz. La metodología de trabajo se divide en dos dimensiones, la primera es la histórica dada por la búsqueda de fuentes sobre los orígenes y trayectoria del barrio en el contexto de vuelta de la democracia en 1983 y el terremoto ocurrido en 1985, dos hechos que estructuraron la configuración habitacional de la época. A su vez se realizan entrevistas semiestructuradas a informantes claves del barrio. Asimismo, sobre el análisis de la política urbana se realiza la búsqueda de fuentes primarias, secundarias y entrevistas a funcionarios y técnicos involucrados en la obra. El resultado es un barrio en proceso de consolidación que aún presenta niveles altos de fragmentación socio-urbana.

The housing problem since the redemocratization of Latin America in the 80s has worsened and increased in the framework of a new neoliberal stage that impacts on urban space in cities. The objective is to contribute to the theoretical reflection on popular settlements in intermediate cities of the region between 1980 and 2023. In this sense, the Urundel neighborhood of the municipality of Godoy Cruz is taken as a case study, product of the settlement of families living on the streets by the earthquake occurred in the province of Mendoza(1985). Since its origins, the neighborhood has been self-managed and self-produced to satisfy housing needs. In 2017, the National Habitat Plan was designed and executed in order to urbanize (infrastructure, equipment and complementary works) the neighborhood. These works have been completed and the urbanization work continues by the Municipality of Godoy Cruz. The work methodology is divided into two dimensions, the first is the historical one given by the search for sources on the origins and trajectory of the neighborhood in the context of the return of democracy in 1983 and the earthquake that occurred in 1985, two events that structured the housing configuration of the time. In turn, semi-structured interviews are conducted with key informants in the neighborhood. Likewise, on the analysis of urban policy, the search for primary and secondary sources and interviews with officials and technicians involved in the work are carried out. The result is a neighborhood in the process of consolidation that still presents high levels of socio-urban fragmentation.
