Actores sociales en el acceso al hábitat en el Área Metropolitana de Mendoza: Organizaciones inquilinas en contexto de pandemia y pospandemia

Abstract

La crisis inquilina se manifiesta en el aumento de desalojos y precios inasequibles para la población. En el Área Metropolitana de Mendoza el conflicto habitacional refiere a tres razones: la condición sociosanitaria pandémica, el marco regulatorio y la turistificación de la oferta inmobiliaria. El objetivo de este trabajo es analizar el conflicto inquilino a partir de los actores sociales organizados en torno a dos dimensiones, la político-territorial y la jurídico-institucional, tomando como periodo temporal la pandemia y pospandemia. El diseño metodológico se basa en el estudio del corpus del conflicto inquilino, análisis del discurso mediático y entrevistas a referentes claves de organizaciones sociales. Los efectos del marco legal estructuraron un orden jurídico que promulgó una resistencia generalizada, tanto en los hogares inquilinos como en el sector inmobiliario. En la dimensión político-territorial se observa que el colectivo moviliza formas de apropiación material y simbólica, reivindicando el derecho a la ciudad y a una vivienda digna.

The tenant crisis is manifested in the increase in evictions and unaffordable prices for the population. In the Metropolitan Area of Mendoza, the housing conflict refers to three reasons: the pandemic socio-sanitary condition, the regulatory framework and the touristification of the real estate supply. The objective of this work is to analyze the tenant conflict from the social actors organized around two dimensions, the political-territorial and the legal-institutional. Taking the pandemic and post-pandemic as a temporary period. The methodological design is based on the study of the corpus of the tenant conflict, analysis of the media discourse and interviews with key representatives of social organizations. The effects of the legal framework structured a legal order that enacted widespread resistance, both in tenant households and in the real estate sector. In the political-territorial dimension, it is observed that the collective mobilizes forms of material and symbolic appropriation, claiming the right to the city and decent housing.
